The Delhi Pollution Control Committee is abbreviated as DPCC. It is a self-governing agency established by the Delhi government in 1991 under the supervision of the Central Pollution Control Board (CPCB). All of the CPCB's rules and functions have been authorised.
Before beginning building operations on-site, industries must get CTE from the State Pollution Control Board following the Water Act of 1974 and the Air Act of 1981. Following the Air Act of 1981 and the Water Act of 1974, an industry must get a CTO from the State Pollution Control Board before beginning manufacturing operations.
The classification serves to guarantee that the industry is formed in a way that is in keeping with the environmental goals. The new criterion will encourage industrial sectors to embrace cleaner technology, resulting in fewer pollutants being produced. Another benefit of the new classification method is that it makes it easier for sectors to self-assess because the subjectivity of previous assessments has been removed.
The Ministry of Environment, Forestry, and Climate Change (MoEFCC) has created industrial sector classification standards based on the Pollution Index, which is a function of emissions, effluents, hazardous wastes produced, and resource consumption.
The Pollution Index PI of any industrial sector is a number
ranging from 0 to 100, with a higher value indicating a higher degree of
pollution load from that industry. The criteria for categorising industrial
sectors based on the 'Range of Pollution Index' are as follows.
Industrial Sectors with Pollution Index Scores of 60 and Above – Red category
Industrial Sectors with Pollution Index Scores of 41 to 59 – Orange category
Industrial Sectors with Pollution Index Scores of 21 to 40 – Green category
Industrial Sectors with Pollution Index Scores below 20 – White category
For industries in the White category, there will be no need to acquire Consent to Operate. An alert to the relevant SPCB / PCC will suffice.
In an environmentally sensitive region / protected area, no Red category industries are generally authorised.
